Joint-Stock Company “KAVKAZ.RF” (JSC “KAVKAZ.RF”) was established in accordance with Resolution No. 833 of the Government of the Russian Federation dated October 14, 2010, to manage tourism and recreation special economic zones within the tourism cluster in the North Caucasus Federal District (the tourism cluster). Currently, the tourism cluster project managed by JSC “KAVKAZ.RF” includes six tourism and recreation special economic zones, within which projects are being implemented to create seven all-season tourism and recreation complexes and one coastal cluster.

Mikhail Mishustin approved a list of instructions for the development of the North Caucasus Federal District.

The list of instructions following a meeting with members of the Government Commission for the Development of the North Caucasus Federal District, held in Mineralnye Vody on April 30, 2026, included provisions related to the implementation of investment projects in tourism, support for the agro-industrial complex, and disaster response in the region. These included instructions to relevant ministries, jointly with the Kavkaz.RF team:

Development of the all-season Mamison complex and attraction of a strategic investor for the implementation of the second phase of the project.

Development of a plan for the phased development of the National Caucasus Trail tourist route and identification of funding sources.

Creation of conditions for training athletes in Olympic and Paralympic sports – alpine skiing, snowboarding, freestyle skiing, and ski mountaineering – on Mount Elbrus.

Identifying investment sites for the construction of greenhouse complexes for flower growing and attracting investors, taking into account existing government support measures.

As a reminder, Kavkaz.RF CEO Andrey Yumshanov presented a report to members of the government commission on the company's role in the economic development of the macroregion at KIF 2026. Furthermore, the Prime Minister was presented with the results of the first ski season at Mamison and achievements in import substitution in the ski industry.
