Joint-Stock Company “KAVKAZ.RF” (JSC “KAVKAZ.RF”) was established in accordance with Resolution No. 833 of the Government of the Russian Federation dated October 14, 2010, to manage tourism and recreation special economic zones within the tourism cluster in the North Caucasus Federal District (the tourism cluster). Currently, the tourism cluster project managed by JSC “KAVKAZ.RF” includes six tourism and recreation special economic zones, within which projects are being implemented to create seven all-season tourism and recreation complexes and one coastal cluster.

Kavkaz.RF’s "out-of-the-box" solutions are designed to help hoteliers improve breakfast service and increase the number of bookings.

The Kavkaz.RF Industry Competence Center for Tourism (ICC) has developed two new "out-of-the-box" solutions for the hospitality industry. The first focuses on organizing buffet-style breakfasts, while the second addresses the optimization of hotel websites. These solutions consist of step-by-step instructions aimed at standardizing processes, eliminating redundant tasks, and enhancing the quality of service.

ICC specialists conducted research at hotels across the North Caucasian Federal District (NCFD) and identified common challenges faced by hoteliers, regardless of their specific region. These include the overproduction of breakfast items and the loss of potential guests due to poorly optimized websites.

"Common issues in hotels include the overproduction of breakfast dishes, slow table clearing—which leads to queues—and cumbersome, slow-loading websites that drive guests toward third-party booking aggregators. Our ICC experts analyzed every step of the buffet service process and examined website performance in detail, developing methodological recommendations for improvement. We estimate that these techniques could be applied in as many as 9,000 hotels across the country," said Timur Kebekov, Deputy General Director of Kavkaz.RF.

The solution for organizing breakfast covers the entire workflow—from the layout of the buffet line and the storage of tableware to food preparation and the distribution of tasks among staff.

Implementing this framework allows a hotel to prepare breakfasts approximately 27% faster, reduce food waste by nearly 30%, cut table-clearing time by up to 31%, distribute staff workloads more evenly, and provide faster service to guests. Another benefit of this standardization is that it simplifies the training process for new employees. For the hospitality industry, this is particularly important during periods of seasonal staff turnover.

A second solution helps hotels transform their websites into more effective sales channels. Hotels are provided with a step-by-step optimization plan, covering areas such as improving page load speeds, updating designs with a focus on user experience, ensuring cross-device compatibility, keeping information up to date, and implementing SEO.

According to estimates by experts at the Competence Center (OCC), these changes can increase a hotel’s average annual occupancy by approximately 15% and significantly reduce the cost of acquiring guests. Website conversion rates can more than double, while the share of direct bookings can rise from 40% to 70%. For guests, the process becomes more convenient: they can independently select a suitable room and book it immediately, without needing to contact hotel staff.

The practices developed by the Competence Center are available on the *Proizvoditelnost.rf* (Productivity.rf) website and are accessible to entrepreneurs in the sector nationwide. These "off-the-shelf" solutions cover areas such as optimizing guest check-in, developing tourism products, managing booking systems, and organizing housekeeping and laundry services.

Kavkaz.RF serves as the unified development institution for the North Caucasus. Operating under the supervision of the Russian Ministry of Economic Development, the company builds and develops resorts, manages special economic zones focused on tourism and recreation, fosters business growth in the region, and helps cultivate a favorable investment climate. Within the Russian Government, the North Caucasian Federal District is overseen by Deputy Prime Minister Alexander Novak.
