Joint-Stock Company “KAVKAZ.RF” (JSC “KAVKAZ.RF”) was established in accordance with Resolution No. 833 of the Government of the Russian Federation dated October 14, 2010, to manage tourism and recreation special economic zones within the tourism cluster in the North Caucasus Federal District (the tourism cluster). Currently, the tourism cluster project managed by JSC “KAVKAZ.RF” includes six tourism and recreation special economic zones, within which projects are being implemented to create seven all-season tourism and recreation complexes and one coastal cluster.

Kavkaz.RF has proposed making the tourist tax a targeted resource in resort SEZs.

Kavkaz.RF Executive Director Khasan Timizhev proposed concentrating tourist tax revenues with the management companies of resort special economic zones (SEZs). He made this statement at the "Tools for Improving the Efficiency of SEZ Operations" session at the Caucasus Investment Forum.

Timizhev believes this approach would be logical: since the tax is intended to promote resort development, it makes sense to direct its funds to the management company responsible for the development of the respective territory.

The expert emphasized that creating a resort is only the first stage: it must be regularly maintained and, if necessary, repaired. Targeted use of the tourist tax will help achieve these objectives more effectively.
